civil engineering is a valid course for the upsc civil services examination,
not only civil engineering but also all the subjects are allowed because there are no any special requirement or need for any special course or subjects,,,,,,,,,
all the graduates are allowed for the same..
here i'll shared some information regarding the examination so you should take a look on it to get the basic idea about the requirements and all the needs of examination..
education and qualifications required,,
1.,,, to take part in the examination you must be an Indian citizen.
2. you must be a graduate with a govt. recognized university..
3. you must be a dedicated person toward your study as it is not a very easy examination..
stages of the examination.....
the exam contains three stages....
1. preliminary examination .(objective)
2. mains examination (essay type).
3. interview( vocal).
age limit:
1. the age criteria for the civil services examination is 21 to 30 years.
2. there are age relaxation for sc/st and obc category candidates:-
for obc category:- 3 years.
for sc/st category:- 5 years.
3. also there are an age relaxation for central govt. employees and handicapped persons of 5 and 10 years respectively.

your question is not much clear whether you are asking for your eligibility for IAS or for optional subject for IAS as a Civil Engineering. so i am explaining both.
for IAS you have to write Civil Services Exam that is conducted by UPSC. Civil Services exam is conducted in three phases:
1. Prelims(CSAT)
2. Mains
3. Interview
Prelims is conducted for only selection for mains exam. after clearing for Mains you are called for interview. after that you are appointed for post.
for Civil Services exam you need graduation in any discipline from recognized college or University. so being a Civil Engineer you are fully eligible to apply for Civil Services exam.
your age must be within 21 years to 30 years. relaxation in upper age limit is provided upto 3 years for OBC and 5 years for SC/ST.
and for Mains according to changed pattern you have to choose one optional subject instead of two. if you are good in Civil Engineering only then you choose Civil Engineering as your optional subject for Mains exam. Civil Engineering is a valid optional subject for Mains exam. otherwise you should choose from the arts subjects. you can select from History or Geography. because these are considered easy to prepare subjects.

IAS stands for Indian Administrative Services . It comes into civil services . For that you give civil services examination which is conducts by Union Public Service Commission once in every year.
Civil services exam has 3 procedure :
Civil services is a better option for civil engineers.After passing Preliminary exam candidate enter in mains exam.
- Preliminary Exam
- Main Exam
- Interview
In main candidate can be select one optional subject. So, you can select civil engineering subject.And if not good in civil engineering then can select art subject.
Age Limit : Candidate must be under 21-30 years.3 years age relaxation for BC candidate and 5 years age relaxation for SC/ST candidate.
