definitely. qualification is any degree from a recognized university. candidates who have not completed their internship (in case of any medical examination) at the time of applying for the examination are also eligible. But such candidates have to submit proof of passing their final examination at the time of applying for mains. But in any case you should finish your course including internship before appearing for personal interview.

if you have complete graduation in any field with any percentage then you can apply for IAS post. for IAS post you have to appear in UPSC Civil Services Exam. and it does not matter from which profession you are.
Eligibility Criteria:
1. Graduation in any stream.
2. Age Limit:
- General: 21 years to 30 years
- OBC: 21 to 33 years
- SC/ST: 21 to 35 years

the only criteria is you should have the degree from the recognized university.
your age should be between 21 and 30 years(general gatregory)(4 attempts)
obc:21 to 33(7 attempts)
sc/st:35 years(unlimited attempts).

Yes you are definitely eligible to take the exam.
Here is the detailed information::
The candidate must be a graduate from any recognized university. Even final year pursuing graduates can apply. So you are eligible.
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
The upper age limit prescribed above will be relaxable in the follwing cases:
Scheduled Caste or a Scheduled Tribe: upto a maximum of five years.
Other Backward Classes: upto a maximum of three years.
State of Jammu & Kashmir : upto a maximum of five years.
Defence Services personnel : upto a maximum of five years
No of attempts allowed:
1. General - 4 years
2. OBC - 7 years
3. SC/ST - no limit
You can apply for the exam once the notification for it comes out...
You can do this in 2 ways..
1. Online: fill the form online by visiting the website, you must upload a photo and signature and submit it.
2. Offline: you can obtain the form from post office, fill it up in blue/black point pen with signature and photo and then mail it to the upsc board.
