diploma holders are not eligible for the upsc exams,
upsc conducts exams for those who have completed graduation from a recognized university,
Eligibility criteria for exams conducted by upsc:
- Candidate must have completed graduation or engineering from a recognized university .
- candidates who appearing in final year of graduation or engineering can also apply for the upsc exams.
- age limit for the upsc exams is 21 to 30 years.
- age relaxation of 3 years is given to those candidates who belongs to OBC category .
- age relaxation of 5 years is given to those candidates who belongs to sc category.

yes, Diploma holder can also apply for UPSC exams. You can apply for UPSC NDA and SCRA exams. You can apply for NDA and SCRA while appearing in final year of diploma.
Age Limit:
1. For NDA: 16.5 years to 19 years.
2. For SCRA: 17 years to 21 years.
But if you complete Graduation after diploma then you can apply for various UPSC exams like Civil Services, IES, CDS, IFS, CPF etc. You can also apply for these exams in final year of your graduation.

Well, Mine friend, according to mine guess you are only diploma holder or equivalent to 12th.
If you have completed your Graduation then you are eligible for all examinations conducted by UPSC on educational basis.
But if you are Just diploma holder with no graduation then you are only eligible for :
>> NDA
>> SCRA

if you complete the secondary class with the diploma then you are eligible for the exam:-
NDA Exam.
SCRA Exam.
for the nda exam the age limit 16.5 to 19 year
for the scra exam the age limit is 17 to 21 years.
the qualification is required secondary class required from the recognized board.
if you complete the only diploma then you are not eligible for the exam.

Diploma is a three year program which is equivalent to the 10+2 from any recognised board.
Today lots students do diploma in trades after 10th .After Diploma there is certain UPSC exams in which you can apply and they are:
1.National Defence Academy:
It is one of the good examinations conducted by UPSC and the minimum qualification required for it is 10+2 with physics,chemistry and mathematics with english as compulsory subjects.
The age should be between 16.5 to 19 years.
Martial status: Unmarried.
Sex: male only.
This examination is conducted twice every year ,one in the month of april and other in the month of august.
you must be physically and mentally fit.
Nationality:Indian.
Examination pattern:
2.SCRA:Special class railway Apprentice:
You must have done your 10+2 with PCM from any recognised board.
The % of marks in class 10+2 should not be less than 60.
The age of candidate should be between 17 to 21 years.

Diploma is equivalent of Intermediate level. Whereas, for UPSC you need to be a graduate.
However, there are some upsc exams available for you; namely, upsc railway apprentice exam, NDA exam.

Yes the diploma holders are eligible for the UPSC exam,but you need to understand that the diploma holders are only equivalent to 10+2,that is your chances will be on the 10+2 qualification,and on the basis of 10+2 qualification the UPSC only conducts two exams.
1)SCRA(Special Class Railway Apprentice)-the qualification required is intermediate or 10+2 passed with mathematics and any one subject between physics and chemistry.
Age limit-17 to 21 years.
2)NDA-National Defence Academy-the qualification required is 10+2 passed or any other equivalent exam to 10+2,but with physics and maths for air force and navy and any stream for army.
Age limit-16.5 to 19 years(at the time of commencement of the course).
Now the NDA is a entry in the defence wing where as the SCRA is for the railways high ranked officer.
