No friend diploma holders are not eligible to apply for the ias examination.for ias examination minimum qualification required is graduation but your degree is just equivalent to intermedite,so you can not apply for the ias examination.

Eligibility for Indian Police Service/ Indian Civil Service Examination 2014
Candidate must posses a graduate degree in any stream from a recognized university or any other equivalent qualification from a recognized board to apply for prelims examination of IPS/IAS
Final year pursuing/ final year examination appearing and those who are awaited for final examination result of degree are also eligible to apply only for preliminary examination
Age of applicant's should not be less than 21 years and more than 30 years and relaxation in upper age as per government guidelines that is only for SC/ST - 5 years and OBCs- 3 years, 5 years in case of Ex-Servicemen category candidates
If you have completed diploma in mechanical engineering then you may be considered as eligible but before that you should full fill below mentioned requirements then only you can apply for this examination
Your diploma should be of minimum 3 years of duration
Diploma should be completed after completing 12th or equivalent class from a recognized board
Diploma should be completed from a reputed/recognized institute/ university
Diploma should be completed only through regular mode means no distance or part time way of study
So if you full fill all above mentioned conditions then only you can apply for this examination otherwise if you have completed your diploma after 10th class then you are not eligible to apply for this exam

you must be graduate for that from any stream of recognized university
Sorry, dear on the basis of diploma in Mechanical you can't apply for IPS. for IPS you need graduation degree in any discipline from recognized college or university with any percentage. So if you want to be an IPS officer you have to complete your graduation or B.Tech. if you are not able to complete your graduation on regular basis then you can also do your graduation on distance based.
for IPS you have to write Civil Services Exam.the exam is conducted by UPSC every year.
your age must be within 21 years to 30 years on 1 August of the year of exam. There is also available relaxation in upper age limit according to government norms as 3 years for OBC and 5 years for SC/ST candidates.
Civil Services exam is conducted in three phases and you have to clear all the phases to become an IPS officer.
The three phases are CSAT(Prelims), Mains and Interview
there is also applicable limit of number of attempts like 4 for General, 7 for OBC and there is no limit of number of attempts for SC/ST candidates.

No you can not apply based on only diploma.You need to be graduate to apply for IPS.You can complete your graduation through AMIE or through lateral entry for B.tech mechanical..Your age should be 21-30years to be eligible for IPS.You can check previous years papers also for reference.
Friend, you are not eligible for IPS Examination. Because only bachelor degree holders in any discipline are eligible for IPS Examination. As diploma is considered equivalent to 10+2 level only. You are advised to go for conversion of diploma into degree level first of all. After getting graduation degree, you will be fully eligible for IPS Examination.
