UPSC conducts various exams at the graduates level and undergraduates level.
At the Undergraduates level it conducts exams like NDA & SCRA exam.
Being a diploma holder you can apply to undergraduates level exams conducted by UPSC.
At the Graduates level UPSC conducts exams like Civil Services exam,Engineering service exam,
CDS,CPF,IFS,etc.You must have a degree in graduation/equivalent from a recognised University.
So,you cannot appear in the Graduates level exams by UPSC or the prestigious UPSC Civil Services Exam.

It depends upon that for which examination you are talking about .
This is because UPSC Conducts a number of examinations every year , out of which there are only two exams for which you are eligible as per your educational qualification.
These two are the :
* NDA & NA Examination
* Special Class Railway Apprentice Examination.
The Rest Of The UPSC Exams like :
* Civil Services Exam
* CDS Exam
* CPF Exam
* CMS Exam
These all require Graduation from any recognized college/university as the minimum educational qualification.

Diploma holders are not allowed to appear for the UPSC examinations.
It would be better that yoou should complete your graduation then think about giving UPSC examinations as bachelor's degree in any discipline is the minimum qualification for the most of UPSC exams.
After your graduation you can give the following examinations:
1.civil service examination
>>age limitations; 21-30 years
2.Combined defence services
>>the age limitations are different for different academy:
1.IMA:19-24 years
2.OTA:19-25 years
3.INA:19-22 years
3.Central police force examination
