No, only in the base of diploma you cannot fill the form of UPSC or MPSC. You have to complete your graduation. In upsc or mpsc only graduate persons can fill the form.
When you will appear in last exam of your graduation then you will be fully eligible for the both exams. So first of all complete the graduation.

UPSC : Stands for the Union Pubic Service Commission
MPSC: Stands for the Maharastra Public Service Commission
And the point of eligibility for the both exams are different
First you have to know that the diploma is not equivalent
To the graduate degree and it is equivalent to 12th
And it will depend on the department that they are asking
Any equivalent degree or educational qualification or not
Like the Criteria for the NDA Exam :
-The candidate should be pass in 12th hsc exam from a recognized Indian Board
-The candidate age should be between 16.5-19
-The candidate subjects in 12th should be pcm
As this is the criteria for the exam and diploma holders are not allowed
To sit in the exam

diploma is equivalent to 12th class. So on the basis of diploma you can apply for UPSC NDA and SCRA exams.
Age Limit:
1. For NDA: 16.5 years to 19 years
2. For SCRA: 17 years to 21 years
but according to me you need to complete B.Tech then you can apply for various UPSC exams like Civil Services Exam, IES, CPF, CDS, IFS etc.

I feel very very sorry to say that there is no any exam for diploma holders that .
because the minimum qualification required for almost all the examination is graduation with a govt(ugc) recognized university.
there is only two exams for 12th candidates which is .
1. nda & na examination.
2. scra examination .
but no any examination for diploma holders .

UPSC(UNION PUBLIC SERVICE COMMISSION ) and MPSC(MAHARASHTRA PUBLIC SERVICE COMMISSION)
the both these forums have same eligibility criteria for the aspirants to apply for the examination they conduct.
for the examination under both of them diploma holders are not eligible to apply.
to apply for the examination under both these forums you need to be graduate or an engineer in any stream form recognized university within the age limit 21-30 years if you are general category aspirant.
OBC and SC/ST category gets an age relaxation of 3 years and 5 years respectively.
and there is no percentage bar to apply for the examination conducted by them throughout the year.
