They mainly recruits candidates to fill up the upper bureaucracy of the various departments of central govt.

IBPS stands for Institute of banking and personnel selection conducts the examination for the clerical and probationary posts exam for the nineteen nationalised banks.For clerical posts your age must be over 18 years and maximum 30 years.the score card of IBPS is valid for one year.
UPSC is the union public service commission which conducts the following exams:
1.Civil services examinations
2.Indian engineering services
3.Combined defence services
4.Combined medical services
5.National defence academy examinations
6.Indian forest services
7.Geologists examination
8.Central police force examinations
9.SPecial class railway apprentice examiantion.

Since upsc is meant for administrative jobs so only gazetted posts are available in upsc.

UPSC stands for UNION PUBLIC SERVICE COMMISSION
It conducts many exams every year.
in the all UPSC exams the basic eligibility for the exams is that the candidate must have a graduate degree.
It means all the exams conducted by UPSC is on the graduation level.
So you can give the CLERICAL exam in UPSC which is for the SSC exams.
In SSC there is exams for the post of Clerk on the graduation level.
