Selection procedure of IRS consists of three stages :-
1] Preliminary examination
2] Mains examination
3] Personal interview
Eligibility criteria for IRS :-
> The candidate must be a citizen of India.
> The age limit of the candidate must be between 21 to 30 years.
> The candidate must be passed his/ her 12th class in any stream from any recognized board.

Yes you can apply for Civil Services Exam after completing graduation in electronics. you can also apply for the exam in final year of your graduation.
Eligibility Criteria For Civil Services:
>>you must have completed or appearing in final year of graduation.
AGE LIMIT:
>>your age must be within 21 years to 30 years on 1 August of the year of exam. there is relaxation in upper age limit up to 3 years for OBC and 5 years for SC/ST candidates.

To enter into a career as IRS officer / officer grade directly you have to pass the Civil Service Examination conducted by UPSC. The exam is usually held in the month of April.
