a candidate must be physically fit according to the physical standards as per the guidance given in appendix-III of rules of examination
for IPS height is a factor
    for men-160cm
    for women-150cm
    the bent hand wont matter.

    Dear candidate
First of all the eligibility criteria for appearing in civil service exam is graduation from the recognized university in any stream.

in the civil service advertisement the UPSC also prescribed some Physical and medical Standards which are necessary to followed.
if any candidate who have any type of physical inefficiency can avail the handicapped quota facility.

A physical challenged candidate can go for IAS but can not apply for IPS or any other CDS and NDA.
