To be a DM you need to apply for the Civil service exam which is organized by the Union Public Service Commission.
This exam is conducted once in a year at all India level.
Civil Service exam is conducted for the following posts
IAS
IPS
IRS
To apply for the civil exam you should be minimum graduation qualified and age should be between 21 to 30 years.
You must have Indian citizenship.
