Well friend, there's no such any quota for any examinations.
Yeah, Engineers are eligible are eligible for IES examination that's true but it depends on your branch.
If your branch is :
>> Mechanical
>> Civil
>> EEE
>> ECE
Then you are eligible for IES

>> You must have done Graduation from any Recongnised University by UGC , if Correspondence than DEC.
>> Age Criteria :
Minimum age : 21 Years
Maximum Age : 30 Years
Relaxations for OBC : 3 Yrs in Maximum Age
Relaxations for SC/ST : 5 Yrs in Maimum age.
>> Number of Attempts :
Genereal : 4
OBC : 7
Sc/ST : No limit.
>> You Must be Indian Citizen for that.

there is no special quote in the civil service exam. but the ies exam only for the engineering (b-tech).
the age limit for 21 to 30 years. age relaxation for the reserve category.
for sc category 5 years relaxation
for obc category 4 years.

there is no special quota in UPSC and MPSC exams for engineering students.
for apply in UPSC exams you have to satisfy the following eligibility criteria:
Eligibility Criteria:
1. You need to complete or appearing in final year of graduation in any field from recognized college or university.
2. your age must be within 21 years to 30 years. There is relaxation in upper age limit: 3 years for OBC and 5 years for SC/ST.

No there is no special quota for engineering students in upsc or mpsc but eligible candidates can apply for IES I.E INDIAN ENGINEERING SERVICES.

there is no quota provided to the engineering students for the reservation in the upsc and mpsc exams. The reservation is based on to the system of minority.
A relaxation of 3 and 5 years is given to the obc and the sc/st category respectively in terms of the age criteria. A relaxation of 10 years is given to the physically handicapped people. But there is no suxh reservation belonging to the engineering students
