Only those candidate have completed graduation degree are eligible for UPSC exam.
Those candiadte are graduate from any recognized university with any dicipline are eligible for IAS exam.
But your age should be in between 21 to 30 years old.Age relaxation is provide for SC/ST/OBC category as per govt rule.
The maximum attempts for SC/ST candidate is Unlimited. For OBC candiadte it is 7 years and for general candidate it will be 5 years.

You can not write civil service examination of upsc like ias/ips/irs being a b.tech 3rd year student of ee branch.norms for cse conducted by ias is under.
1.cse is conducted by upsc twice in a year.
2.a graduate or a final year candidate from a recognized university in any discipline can write cse.
2.the age must be within 21 years to 30 years.
3.candidate must be graduate.
4.a gen.candidate to clear ias as a whole get's 4 attempts.
5.relaxations are there re.age obc get 21 years to 33 years,s/c st get's 35 years.
