    dear friend,

UPSC exams selection process is very clean. Selection is purely made on the basis of merit in exam. and it does not matter in UPSC that what is your background ?, you are from rich family or poor family. in selection no politics is made.

as you said you have a degree. in UPSC you also need degree from recognized college or university. so you can definitely apply for UPSC IAS exam.
and your age must be within 21 years to 30 years.

And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

    for more detail visit http://www.upsc.gov.in/

    Good Luck..
