Hello Friend,
If you are poor with money but not with mind, you can become IPS. You only need to study hard to become an IPS officer. I tell you what people with lot of money do in Delhi while preparing for IAS exam and the alternatives that you can take.
1- They join various coachings where they spend whole studying/sleeping in the class that leave very little time for self study.
--> Purchase good study material from market. It is easily available. And, do self study.
2- They spend a lot of money staying in Delhi as the rent is very high
--> You would not require as self-study can be done at home.
3- They spend money in doing many fashionable things and eventually return to their home without grtting anything.
--> You need not do anything like this.

And one more thing I forgot to mention. UPSC is the cleanest of all organisations in the country which conduct recruitment exams. All the people who have become IAS or IPS truly deserve to be one. They haven't become what they have because of paying anything under the table. Rather, they have become because of their sheer hard work.

Dear aspirant there is no restriction becoming an IPS officer just you are to fulfill ELIGIBILITY:-
1.A candidate must be a graduate or a final year candidate from a recognized University in any discipline to write the IPS exam conducted by UPSC twice in a year.
2.The age must be within 21-30 years for a Gen. and For an OBC.21-33 years.For s/c s/t 21-35 years.For PWD. 21-40 years.
3.The candidate must be the Indian citizen.
4.Attempts: To clear the IPS exam a Gen.Applicant can avail maximum 4 chances and an OBC candidate can avail maximum 7 chances.s/c s/t pwd candidates can avail unlimited chances,(till the eligibility age support.)
