    dear friend,

there is no such a criteria for central government employ. Central government employ have only benefit that he has relaxation in upper age limit upto 5 years.

limit number of attempts according to category wise:

    category limit no. of attempts
    1. General 4
    2. OBC 7
    3. SC/ST no limit

The limit Number of attempts apply for only Civil Services and IFS exam. in other UPSC exams there is no limit number of attempts for any category candidates.

    Good Luck.........

    no dear,

there is no any criteria of such type in the recruitment advertisement released by upsc for the civil services examination.

for all the candidates of all the category there is a limit of giving the exams for civil services .

    for generals:4 attempts.

    for obc :7attempts.

for sc/st : no any restriction.

but yes there is an age relaxation of five years for central government employees.

for the central government employees there is an age relaxation of 5 years more to apply for upsc exams.
but the number of attempts for a particular exam depends upon their category whether sc/st,obc or general.
    number of attempts.
    for general category-4 attempts
    for obc category-7 attempts
for sc/st category there is no limit of attempts

so the answer is no ,government employees can not apply for upsc exam as many times they can.
