    hi
for becoming an IPS officer, you need to clear the civil services examination, conducted by the upsc once in an year.
The exam is conducted in three phases,
    Prelims, mains and interview.
For giving this exam, you do not have to be rich. Many poor people have made through it.
You just need to be a graduate from a recognized indian university in any stream and your age should be in between 21-30 years.
A relaxation of 3 and 5 years is given to the obc and the sc/st category respectively in the age criteria.
The number of attempts are also restricted.
    For general- 4
    Obc- 7
    Sc/st- no restrictions
For more details go to the website of upsc
    www.upsc.gov.in

There is not much money needed to appear for the exam which will qualify you as an IPS .

Offcourse you have to collect study material which will cost you least if you join various libraries .
