First of all to take part in UPSC exams you have to satisfy the following Eligibility Criteria:
Eligibility Criteria:
1. You need to complete or appearing in final year of graduation in any field from recognized college or university.
2. your age must be within 21 years to 30 years. There is relaxation in upper age limit : 3 years for OBC and 5 years for SC/ST.
Limit Number of attempts according to category wise:
1. General : 4 attempts
2. OBC : 7 attempts
3. SC/ST : No Limit of attempts
Limit number of attempts is only for Civil Services and IFS exam. There is no limit for any other UPSC exams.

Dear Aspirant!
Union Public Service Commission has permitted maxaimum of 07 attempts for those belonging to Other Backward Caste.
Age limits are:
21 to 33 years.
Eduactional Qualification:
Must passed/Appearing final year of Degree or equilent....
Note:An attempt at a Preliminary examinations will be deemed attempt at the exam.
If you actually appears in any one paper in the Preliminary Examination ,you will be deemed to have made an attempt at the examination.

There are around 8 or 10 exams conducted by UPSC, so please clear it up a bit.
