There is no specific number of seats decided by the upsc for the recruitment process. The number of seats is dependant on the number of people getting retired from the upsc in that particular year.
This is the reason there is no specific number of vacancies every year. but a rough estimation shows that every year, the number of vacancies are in between 800-1000
UPSC Conducts the Civil services Exams each year to fill seats in 24 Departments.

The number of seats are not fixed and it changes every year.
For the Year 2013 UPSC in its notification has declared that there will be around 1000 vacancy for all the departments included.
It did not gave the breakup.
The vacancy may increase or decrease also
So, if you are Preparing for the UPSC exams than i would suggest that your whole focus should be on Preparations only
If your Preparations are good than even if vacancy are Less you will be able to get a seat.
Lakhs of candidates apply for this prestigious exams each year ,so Competition is very tough.

The number of vacancies and the number of seats filled are different every year.Most of the times,many vacancies are not filled as some candidates does not join some of the services and they again prepare for better services as per their preference.In the year 2012,the tentative number of vacancies were nearly 1050.It varies every year depending upon the requirement and vacant posts in each of the services.
