IES means Indian Engineering Services exam
There is no restriction on the number of attempts for this exam.
You can give this exam, as many times as you can until you satisfy the required eligibility criteria.
Required eligibility conditions are as follows:
Candidate must have an engineering degree in any one of the 3 departments like
* Civil engineering
* Mechanical engineering
* Electrical engineering
* Electronics and telecommunication engineering
Candidate must have attained minimum 21 years and maximum 30 years for general category.
There is upper age relaxation as follows for reserved category candidates as per the government rules.
3 Years for OBC.
5 Years for SC/ST.
This examination is conducted every year by UPSC.
There is no limit on the no. of attempts in Indian Engineering Services Examination.
But you will have to fulfill the eligibility criteria which are as follows:-
# Engineering from any branch
# Age between 21 years to 30 years

OBC category Candidates - 7 time

The number of attempt will be counted only when you appear for the exam.If you have applied but not appeared due to some reasons your attempt will not be counted.

I would like to clarify the fact on IES exam that there is no limit for the number of attempts for the IES exam.
For giving the exam you need to fill in the age limit that the age limit for the general category is 21-30 years and that of the obc category is 21-33 years and that for the sc/st category is 21-35 years.
Now within these age imits one can appear for the IES any number of times there is no restriction
