IES Indian Engineering Service conducted by UPSC every year for selection of engineers in Groups A services.The maximum number of attempts that general category can apply is four.But keep in mind there is age limit of 30 years .That is you can take four attempts of engineering service exam till the age of 30

Friend, the number of attempts set for different categories in Indian Engineering Servicr (IES) are as follows:# There is no any limit set on number of attempts for Scheduled Caste category.# Again there is no any limit set on number of attempts for Scheduled Tribe category.# Only four attempts set for Unreserved category.# Only seven attempts set for OBC category.Age limit set for IES Examination is 21-30 years. For IES there is no limit of number of attempts. you can apply any number of times within age limit.So you need not to worry about percentage and just concentrate on preparation for the exam and prepare hard you will definitely able to crack the exam.
for IES(Indian Engineering Services) you must have engineering degree in any Branch from recognized college or university. The exam is conducted by UPSC.
but you are required to give the exam by choosing any one of the following four Branches of Engineering:
- Civil Engineering
- Electrical Engineering

for IES your age must be within 21 years to 30 years . there is relaxation in upper age limit upto 3 years for OBC and 5 years for

If you are talking about the Indian Engineering Services Exams than there is no CAP on number of attempts to give the Exams
Only thing is that you have to meet the minimum eligibity conditions set for the exams
Engineering Services Exams for the year 2013 was held from 28th June 2013
So Now you can apply for this Exam in the year 2014 only
In this Exam BE/BTECH pass candidates of any stream can apply
Age should be between 21 and 30 years
But if you are talking about IES Or Indian Economic Service Exams than in this exam also there is no CAP on number of attempts
You can give the exams as many times as you want
Educational qualificatiosn required to apply for the IES exams is Post Graduation degree in Economics/Applied Economics/Business Economics/ Econometrics
Age should be between 21 and 30 years

Every Engineering degree holder is Eligible for IES exam, you have to apply in the following branch;-
Civil Engineering
Mechanical Engineering
Electrical Engineering
Electronics and Tele communication
Age limits;-
General Age limit is 21-30 years.
Age relaxation;-
3 years for OBC category
5 years for SC/ST category
10 years for PH candidates

Friend, a student of general category can attempt IES 4 times, an OBC candidate 7 times. Before age of 30 years for general category and before 33 years for OBC candidate.
Like IAS exam in IES exam a general candidate is given four chances to sit in the exam. But these four chances should be used between the age of 21 and 30 years. OBC candidates are goven 7 chances in age between 21 and 33 years. SC/ST candidates are given full chances between age of 21 and 35 years.
There is limited number of attempts for engineering services exam.Following are the age limits and the number of attemtps restricted as per their category:
General - 21-30years and 4 Attempts
OBC - 21-33years and 7 attempts
SC/ST- 21-35years and unlimited attempt till the maximum age limit.

There is no restriction on number of attempts in upsc IES examination.
UPSC have restrictions on number of attempts only in two examination:
1.Civil Service Examination - General-4, OBC-7, SC/ST- No restriction.
2. IFS Examination- General-4, OBC-7, SC/ST-No restriction.
There is no restriction on number of attempts in any other Examination conducted by the Commission.
