There is no any requirement of percentage in upsc exam. If you only pass in your academic degree then you can fill the form of upsc. But, if you will get higher marks then it is good for your future.
If you will prepare for upsc then you can prepare it from your university books and you can also prepare for your university exam because the syllabus of upsc mains exam is based on the university syllabus. Graduation pass from a UGC recognised university
Min age-21 years
max age-30 years
OBC GETS 3 YEARS AND SC/ST gets 5 years age relaxation

UPSC is one such exam which does not have any percentage cut offs. So all you need to take the exam is that you must be a graduate from any recognized university under the UGC act satisfying the age limit.
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
So if you want to grab a IPS post you must clear the 3 levels with excellent marks as IPS is the 2nd top post in UPSC.
You must pass the prelims to go to the Mains, and then to the interview.

Educational Qualification Required:
1.The candidate must have posses a bachelor degree in any dicipline from any recognized University or equivalent.
2.The Final Year students are also eligible to apply for IPS exam.

The percentage required in the degree for the IPS post is 0%,that is no such percentage,you just have to secure pass marks in degree,the degree from any stream from a recognized university is enough to be eligible for the IPS.
But on the other hand you need to be very much determined in order to clear all the stages of the IPS exam,the exam is generally conducted in the three stage
1)Preliminary Exam.
2)Mains Exam.
3)Interview.
It is considered as one of the toughest exam in the world,very hard to crack so better you try harder enough in order to crack,in the degree the pass marks is enough.

To be eligible for applying for the IPS you don't need to score any specified %age but only you have passed your graduation degree from recognized universiity..
