In order to apply for the IPS(Indian Police Services),the percentage required is only the pass marks,that is no minimum percentage is necessary.If you have the degree that means you have passed the exam and that is enough to apply for the IPS.
Actually percentage is always a big issue everywhere,as it displays the brilliance of the student,but the selection of the candidates for the IPS is done through such way that only the best one can survive and get get selected.
That is why the percentage issue is exempted from the UPSC IPS exams.

its not mentioned how the % bar ,one must posses in the degree level this xyz %.
but it does not assume that aspirants with backlogs and less % or average % score.
atleast try to score minimum of 58%

You have to apply for Civil Services Examination as Civil Services Examinationis conducted by UPSC every year for the recruitment of candidates for the postof IAS, IRS, IPS.
UPSC doesn't consider marks so don't worry about it you just have to satisfy the eligibility criteria and be physically fit to appear for the Exam.
The Eligibility Criteria For Civil Services Examination are as follows:
The candidate must hold anydegree in any discipline from any recognized university
Final year degree students are also eligible
Degree obtained by distance education/open university is also eligible if theuniversity is a recognized university
