There are no any percentage requirement mentioned by the UPSC for the Preliminary exam .
UPSC mentioned the following requirement for the preliminary exam.
Education Qualification :
=> one should complete the graduation from any recognized university in any stream .
or
=> A final year student also eligible for the exam but before the main exam one have to complete the graduation .
So there are no any percentage related criteria so without worry about your percentage only thing is you should complete your graduation .
Now , incorporate to above criteria you should also fulfill the age criteria .
Age Criteria :
For General cast : 21-30 years.
For OBC cast : 21-33 years.
For SC/ST cast : 21-35 years .
For Physically Handicapped : 21-40
So if you fulfill both the above criteria then you are eligible for the exam .
But be careful because there some limit for the number of attempts for the exam like
for general cast maximum 4 attempts are eligible
for obc cast maximum 7 attempts are eligible
for sc/st cast there are no limit for the number of attempts .

The percentage of the marks is no matter for the exam. The marks of the graduation or percentage is no required for the civil service exam. The upsc requirement the
candidate passed or appears in the graduation in any stream from the recognized university which is approved by the ugc.aicet or state/center govt. approved.

For UPSC Civil Services Prelims exam now called CSAT(Civil Services Aptitude Test) you need only graduation in any field. There is no consideration of percentage. So you need not to worry about percentage.
Final year graduation students can also apply for UPSC Civil Services Exam.

THERE IS NO REQUIREMENT OF PERCENTAGE FOR THE CIVIL SERVICES.
Although,the percentage is always a huge issue and matter of concern but when it comes to the civil services the percentage is not required here.
The various civil services that is conducted by the UPSC,have no requirement of percentage and only the pass marks is required.
You need to be graduate for applying in the civil services and in that graduation you do not need to have any percentage for applying.
Even to tell you the truth,the all the exams that is conducted by the UPSC do not require any percentage,only the required educational degree with simple p-ass marks and you must know that the civil services are conducted by the UPSC.
