You can apply for UPSC IES exam as you have completed B.Tech/B.E in production Engineer.
Yes, you can be selected as mechanical engineer for that you have to give the exam as mechanical subjects.

through UPSC, you can write IES exam (indian Engineering service) which is conducted in 4 subjects namely mechanical, civil, Electrical, Electronics&Telecommunication. ALL engineering graduates can apply but they have to choose one of the 4 subjects for exam.
