UPSC exams has three stages;

as you are from engineering. so according to my point of view Mathematics and Chemistry optional subjects will be better for you.
this is because you might have good knowledge of these subjects. which will be better for preparation.
and i advice you to select the optional subjects on the basis of your knowledge and Interest in the subjects.

you can choose many optional subject.
according to my view,
you must choose optional subject which you know very well or interesting subject.
