First, you need to know what is UPSC.
UPSC is Union Public Service Commission which conducts many exams in which Civil Service Exam(CSE) is one of them.
CSE has a misnomer as 'IAS exam' or 'UPSC exam'.
You can choose anything from the list of 25 optional subjects.
It completely depends on your interest.
But I'd suggest someone to go with Public Administration because the subject is very less to study.

Dear aspirant ,
you choose that subject in which subject your command . and there is no any boundation in UPSC exam that you choose this particular subject .
But my view is that because you are engineering student you should choose mathematics and physics .
