As a physically handicapped aspirant you have maximum 4 attempts.
Since you are an OBC candidate so you will have maximum 7 attempts.
You will also get all the relaxations which is entitled for OBC candidate.

the information about total no of attempts for candidates of all category in upsc examinations except nda are as below:
1.for genral/open category: it is 4
2.for obc: it is 7
3.for sc/st: unlimited.
minimum educational qualification:
>>graduation in any stream from a recognised university for IAS,IES,IPS etc.
>>age :21-30 for general and 3 years for obc and 5 years relxation for sc /st in age.

Age limit:-
The age limit is for general category is 21 to 30 years. And attempt the exam 4 times.
The age limit is for obc category is 21 to 33 years (3 years relaxation). Attempt the exam 7 times.
For the physical handicaped the more 3 years relaxation.
Age limit for SC/ST category is 21 to 35 years and attempt chance till overage. Means unlimited
Qualification:-
The qualification required for the upsc civil service exam is the graduation in any stream from the recognized university which is approved by the ugc/aicet. the percentage of the marks is no matter for the exam.

the physically handicap aspirants get age relaxation according to the eligibility criteria to apply for upsc exam but there is no relaxation in the number of attempts a physically handicap aspirant can have .
it is same as the normal candidates .
no. for you to apply for a upsc exam is 7 attempts as you are an obc category candidate.

Below are the detailed eligibility criteria:
The candidate must be a graduate from any recognized university. Even final year pursuing graduates can apply.
A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st August, in the year of examination.
The upper age limit prescribed above will be relaxable in the follwing cases:
Scheduled Caste or a Scheduled Tribe: upto a maximum of five years.
Other Backward Classes: upto a maximum of three years.
State of Jammu & Kashmir : upto a maximum of five years.
Defence Services personnel : upto a maximum of five years
No of attempts allowed:
1. General - 4 years
2. OBC - 7 years
3. SC/ST - no limit

A physically handicapped will get as many attempts as are available to other non-physically handicapped candidates of his or her community, subject to the condition that a physically handicapped candidate belonging to the General Category shall be eligible for seven attempts. The relaxation will be available to the physically handicapped candidates who are eligible to avail of reservation applicable to such candidates.
This is the provision according to UPSC . Since you are an OBC candidate you will have same relaxations in number of attempts. Thus you can have 7 attempts for UPSC exam

For OBC &Physical Handicapped-7 times
For SC & ST -No limit on number of attempts.
