NO YOU ARE NOT ELIGIBLE FOR THE CIVIL SERVICES.
In order to apply for the UPSC exams it is important that you complete your graduation,you can not apply for any exam before completing.
But the final year candidates are eligible to apply for the UPSC exams,means you can apply for the several exams that is conducted by the UPSC,when you will be in the fifth and final year of law.
But now you should concentrate in your studies and try to score good in the exams.
