Hello Friend,
Yes, you are eligible to give UPSC civil service exam provided you fulfill other criteria.
1- Graduation in ANY stream from a recognized university.
2- Age Limit: General (21-30 yrs), OBC non-creamy layer (21-33 yrs) and SC/ST(21-35 yrs).
If you reach interview stage, you must be prepared for a question about 3 attempts to pass graduation. If you will be able to justify yourself, everything would be fine.

Yes,there is no problem regrading the time you took to complete your degree as long you are satisfying the various conditions of criteria.
The degree is important and whether you have completed it twice or thrice attempt,you will be a graduate even after that,and that is what the educational qualification required for the most of the UPSC exams.
And along with that check the other criteria like the age limits
it is 21 to 30 years for the general category
21 to 33 years for the OBC
21 to 35 years for the SC/ST.
