The UPSC conducts the All-India open competitive examination every year. But you didn't mention the name of the examination. Generally the age limit is 21-30.The upper age limit is for OBC is 3years, for SC/ST is 5years. So If you are in the reserved category, then you must get the chances to appear the examination. Your age for the eligibility criteria is decided on the basis of a reference date.
The reference date for the Civil Services Exam is 1st August of the year of Exam.
So you are eligible for the Civil Services Exam-2013 only if you have less than 30 years of age on 1st august 2013.
You will also be eligible for the Exam if you belong to following categories:

see the age limit for attending UPSC exam is 30 years exactly
so now you are having 29 years
then you can attend for UPSC only once i.e.,end of the year
but if you are bc candidate then relaxation will be upto 3 years
if you are sc candidate then relaxation will be upto 5 years
if you are general then no relaxation will be applied for you
so this is the last chance utilize this opportunity
if you crossed 30 without any age relaxation then
you never be back or cant eligible to write UPSC

for sc/st- 21-35 years.
and according to the age criteria mentioned above you are

Yes ,of course,you are applicable for the all the UPSC examinstions that will be held in the year of 2012 even if you belong to the general category.
UPSC stands for union public service commission.
However if you belong to Obc or sc/st ,age relaxation of three years and 5 years will be given respectively.
For physically challenged the age limitaions is 21-40 years.
Inspite of age limitations ,you must fulfill certain other eligibility criteria which are:

The UPSC Exam which you can write is the Civil Service Exam
This exam is conducted every year and is conducted for candidates to join in for the post of IAS,IPS and IFS officer
The age limit needed for applying for these exams is that the candidate must have 21-30 years of age for General Category candidate
For candidates of SC/ST candidate it is 21-35 years and for OBC candidates it is 21-33 years
If you are a Ex-service men then you will get 5 years exception from the prescribed limits.
Apart from the age limit,the candidate need to be a citizen of India.

Yes,you can give since you have not turned 30 .When your age crosses 30 then you might cannot give the exam.But now you can give the exam.If you are not of general caste.And of OBC caste then you can give the exam upto age 33.And if you are of ST/SC caste then you can give upto 35 years of age.And for physically challenged it may be upto 40 years age.

The age criteria for sitting in UPSC exam are as folloows:
-->A candidate must have attained the age of 21 years and must not have attained the age of 30 years on 1st
August, in the year of examination.
-->The upper age limit prescribed above will be relaxable in the following cases:
->Scheduled Caste or a Scheduled Tribe: upto a maximum of five years.
->Other Backward Classes: upto a maximum of three years.
->State of Jammu & Kashmir (Domiciled during the period from the 1st January, 1980 to 31st December,
1989): upto a maximum of five years.
->Defence Services personnel : upto a maximum of five years.
So according to the above criteria,if you belong to any of the reserved category,only then you stand with a chance of sitting in the exam.
