The criteria for appearing in Civil Services Exam is :
1. Nationality : Indian
2. Academic qualification : Graduate in any stream from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
As you will compete 30 years of age in 2013, you are not eligible for ies 2014.
The criteria for appearing in IES Exam is :
1. Nationality : Indian
2. Academic qualification : B.E/B.Tech in any branch from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
As you will complete 30 years of your age in 2013, you are not eligible for ies 2014.

Sorry you are not eligible for IES 2014 exam because the above age limit for this exam is 30 year and you will cross the above age limit at that time.

AGE limit
Age of the candidate should be 21 to 30 year.
candidate who are belong from OBC category can give this exam at the age 21 to 33 year
candidate who belong from SC/ST category can apply this exam at the age 21 to 35 year
