you should be only graduation qualified to apply for the CSE exam.

Eligibility Criteria for UPSC Civil Services Exams - 2013
A bachelor's degree in any discipline from a recognized university - No percentage bar
Age should not be more than 30 years and less than 21 years and if candidate belong to reserved category then he/she will get relaxation in upper age as per government standards - 5 years for SC/ST and 3 years for OBC
UPSC board will announce it's next notification in January 2013 and the applications for this exam would be available online from - 2nd of February 2013 to 4th of March 2013 and the preliminary exam would be conducted at - 19th May 2013 - Sunday.
You are eligible to apply for this exam and you can apply for this exam at - www.upsc.gov.in when the UPSC board open the applications online.
You have 5 months left and you have a great chance to qualify the preliminary exam at once within these 5 months and you should prepare for this exam hardly and give at least 80% time for your concentrated study.

Yes, definately you can give the UPSC Civil services examination as you have all required qualification needed for it. This exam needs you must have the bachelor degree in any stream from an recognised university. There is no bar of minimum percentage, just an passing marks would be enough for it. But your age have to be in limit of 21 years to 30 years. The upper age limit has certain relaxations for the reserved category i.e Obc has 3 years and sc/st student has 5 years. There is no issue regarding the attempt you made for clearing the graduation,but the fact that should be taken care off is that you must have not crossed your age limit.
In UPSC the marks has no role and just passed candidates are required to apply,but as you had so much of gap in your career you must check the age limit that is mentioned below.
21 to 30 years for general candidate.
21 to 33 years for OBC.
21 to 35 years for SC/ST,ex serviceman government services.
21 to 40 years for physically handicapped candidates.
