You just need to be a graduate in any discipline to appear for Civil Services Examination. It doesn't matter whether you have completed your graduation in 4 years or 6. The thing that matters is that you are a graduate and that's all what is needed.

YES YOU CAN APPLY FOR THE IAS EXAMS.
The educational qualification for the IAS exams is the graduation from any stream.
It really does not matter the time you took to clear your degree,its only the degree which matters.
A candidate who have completed the graduate in 4 years is a graduate and the candidate who have taken 6 years ,he is also a graduate.
Jut as he completed the degree in 6 years ,it does not mean that he is not a graduate,and as the criteria says only degree is applicable for the exam,so you are applicable for the IAS exams.
