If you belong the SC/ST Category then you will be eligible for UPSC 2016 otherwise you are not eligible for UPSC exam.

you crossed the above age limit so it you belong from the SC/ST category age relaxation will be applicable.

the Age limit are

General 21 to 30 year
OBC 21 to 33 year
SC/ST 21 to 35 year
