sorry friend there is no provision in UPSC to settle this little age difference.
So you can not apply for the civil service exam in this year.
but friend you can start the preparation for civil service exam from now.

Sorry friend but there is no provision for your problem. Your only option is to apply for it next year.

Yes there is a provision in the UPSC board rules which you have mentioned that you are only eligible to apply for UPSC exams when you have completed your 21 years of age before 1st August 2012-13 and this same criteria is also applicable for next years also and you will complete your 21 years of age at 25th August 2013 so that you can not apply for this exam because UPSC board required the age limitation according to above mentioned criteria and your age should not be more than 30 years but you should prepare for exams and wait for next years exams which would be announced by the UPSC Board rules and you can prepare well for this exam and when the board open the vacancies so apply and qualify.

- The age for IAS exam is counted by 1st of August of notification year for IAS exam.
- But for 2013 exam you are under aged.
- You will be just 24 days small on 1st August, 2013.
- But there is no provision to allow candidates like you in exam.
- These are government rules.
- If you apply for the exam and got selected then also you will be rejected during document checking.
- So it is my sweet advice to you to waait for 2014 notification.

No there in no provision to accomodate this small age difference as if they want you to attain the age of 21 at 1st aug....So you need to be.....

You are not eligible for the exam this year, because your age is not 21 years.
Upsc requirement the candidate must have complete the minimum age 21 years and maximum 30 years.
Age relaxation for the reserve category only upper age no minimum age.
Qualification is required candidate must have graduate in any stream form the approved university.
