for that your college or university must be recognized
and your age must be within 21 years to 30 years.
And there is relaxation in UPPER AGE limit for reserved category candidates(3 years for OBC and 5 years for SC/ST candidates).

Being a private student of B.com degree you are eligible to write upsc ias exam.
Minimum qualification requirement for ias exam is bachelor degree.
Upsc allows all type of graduation degree, Private, regular, corrospondance etc.
Upsc allows all stream graduation, arts, commerce, science, engineering etc.
The only condition set by upsc is that the university should be government approved from where you have done graduation.
In regarding to eligibility, age limit is also important.
Minimum age should be 21 years.
Maximun age should be 30 years.
Upper age relaxation: 3 years to OBC.
