You can apply for the civil services exam either in the final year of your graduation or just after you complete it and if you are in the final year then you can apply for it..
One can apply for it at www.upsconline.nic.in and also now you can apply for the exam next year only because this year filling of application forms has already been closed.
Friend, you can surely apply for Civil Service Examination while doing the internship. But you have to make sure that you will be able to clear the internship and able to MBBS Degree before the UPSC Interview stage of recruitment process.As internship process is followed after completion of MBBS course. Untill the internship is not completed, the MBBS course is also considered incomplete. So you must have to complete the internship successfully well before the third stage of Civil Service Examination, that is, UPSC Interview process.

if you want to apply in civil exam than you should be graduate thats all.
there no percentage required for this exam .
for this you should be an indian .
your age between 21 to 30 if yo are a general category and you attempt 4 time .
if you are a obc category than your age between 21 to 33 year and you attempt 7 time .
if you are a sc/st than your age 21 to 35 and there are no limit to attempt this exam .
