Yes if you have graduation then you are eligible for UPSC exams but before that you have to give resign letter to IAF .If you want to get job in IAF but at higher post then you may not have to give resign letter .If you want to leave IAF the give resign letter first then try for exams.Some field where you can get job-

BEL

DRDO etc.

Yes, definitely you can apply for civil service exam bcoz for this exam candidates should be graduate but to get this post you will have to give resign in IAF. But according to me you r a communication technician in IAF its a good you doing regular job there and side by side try to civil service exam if your number comes in merit list and you think now I will pass all round which held in civil service exam after entrance then firstly left previous one job and join civil immediately.
