Sorry friend if you are general candidate then you can not appear for UPSC
but, if you are reserved category candidate then you are eligible for UPSC
because for SC/ST 5% of relaxation is provided in marks.
General candidate requires 50% in Graduation.

You are eligible for the civil service exam. The eligibility of the exam is the graduation in any stream from the recognized university which is approved by the ugc./aicet or the state government.
The percentage or the marks of the graduation is no matter for the exam. Candidate only passed out the graduate. The higher qualification is also no matter for the exam it is your beneficial for you in the future.

Every exam have their own criteria like some exam requires minimum percentage while others are not .
For Civil Service Exam following criteria one should fulfill .
=> one should complete the graduation from any recognized university in any stream .
or
=> A final year student also eligible for the exam .
=> age limit is below :
21-30 for general cast
21-33 for obc cast
21-35 for sc/st cast
=> No of attempts are allowed .
4 for general cast
7 for obc cast
no limit for sc/st cast
So in CSE exam there are no percentage requirement criteria so that you will eligible .
But for the other exam like CDS exam there will be minimum 60% is required in graduation so that in that exam you are not eligible .
