if you are from General category then sorry to say that you are not eligible for UPSC Civil Services Exam.
because according to UPSC Eligibility Criteria for Civil Services Exam you must have attained the age of 21 years on August of the year of exam and you must not have attained the age of 30 years on that date.
as you will attain the age of 30 years on 10-05-2017, so you can't apply for the exam.
and if you are from OBC or SC/ST categories then you can apply for the exam.

UPSC Civil Services exams are one of the toughest and most competitive exam at the All India Level.
Recruitments are made to 24 services/posts through CS exams like posts of IAS,IPS,IFS,etc.
The eligibility for applying to CS exam is :
Educational qualification-Graduation in any discipline from a recognised University.
Final year appearing candidates can also apply provisionally.
Age limit-General category-21-30yrs on 1st August of the year of exam.
According to your DOB you will turn 30yrs before 1st August 2017 and you will
not be eligible to appear in UPSC Civil services exams 2017.
Although if you belong to reserved category you might be able to apply.
Relaxation of age for resrved category like OBC is by +3yrs and for SC/ST by +5yrs.

According to your age in 2017 you complete the 30 years, so you will not eligible for the civil service exam. if you are belong to any reserve category like as SC/ST or OBC then you will have chance to give the civil service exam. Because the obc category age relaxation 3 years and the sc/st category is the 7 years.
Qualification is required for the exam graduation complete in the any stream from the recognized university.

Unfortunately your age will be above 30 years of age in the year 2017.
So you cannot apply in that year if you are applying in General Category.
Relaxation in age is only for Reserved category candidates as per the guidelines of UPSC.
But why can't you apply now?
Why are you letting go slip the opportunity out of your hand?
My Friend UPSC Exam is one of toughest exams in our country.
Many candidates succeed after couple of attempts.
So until and unless you have past experience of examination it is very difficult to clear in first attempt.
Only few who study very hard and are focused towards their goal achieve their success in their first attempt.
So don't wait until 2017. Start applying for every opportunity comes in front of you.

Sorry to say but you can not apply for Civil service exam in 2017.
Because in 2017 you will cross the age limit.
The age criteria of UPSC for Civil service exam is 21 to 30 years for general candidates.
But in 2017 you will complete the age of 30.
So you would be disqualifying to apply due to age.
But if you belong to reserve categories then you can apply for Civil exam.
If you are OBC candidates you can apply by the age of 33 years.
If you are SC/ST candidates you can apply by the age of 35 years.

Bachelor's degree is the minimum educational requirement for this examination

But if you are from the other categories then you will get the relaxation in the age.
