since you are above 30 years now , so if you are a general category student then unfortunately its a no but if you are a OBC or a SC/ST student then you can apply for upsc . also you check out the data below
Eligibility criteria for upsc exams is:
1. Candidate should have completed graduation or engineering from a college under a recognized university.
2. Candidate appearing in final year can also apply for the upsc exam.
3. Age limit for upsc exam is 21 to 30 years.
4. Candidate belonging to OBC and SC/ST category gets an age relaxation of 3 and 5 years respectively.
Age limit is below :
21-30 for general category
21-33 for OBC category
21-35 for SC/ST category
21-40 for physically handicapped .
Number of attempts
::4 attempts for general category
::7 attempts for OBC category
::no limit for SC/ST category

if you belong to general/open category then you are not eligible because your age has crossed the limit of 30 years.
you can attempt the civils ervcie examination only if you belong to
1.other backward caste :21-33 years
2.sc/st:21-35 years
3.physically handicaped:21-40 years.
minimum educational qualification is : graduation.
no of attempts:
>>4 for general
>>7 for obc
>>unlimited for sc/st.

YOUR AGE IS 31 SO YOU ARE NOT ELIGIBLE FOR GENERAL CATEGORY BUT YOU CAN APPLY FOR OBC/ SC/ ST.
AS AGE CRITERIA FOR THEM IS:-
21-33 for OBC category
