Dear, as per UPSC rules you can't take Public Administration and Political Science combination as your optional subjects. Except this combination you can choose any other subjects. But its better to choose Sociology, History or Geography. Out of these subjects Sociology has some common topics with Public Administration which will help you. while if you choose either History or geography it will help you for General Studies Paper.
