Of-course you can do the preparation for IAS/IPS examination. If you want to take biology in UPSC Mains exam then you can take.
But I suggest you to take Arts Subjects like History, Political Science, Sociology, Psychology, Philosophy etc. If you have good writing skills then you can absolutely Crack the Exam.
After that you have to go for the Question Pattern of Exam so you should download and print Previous Years Question Papers from www.upsc.gov.in
Model Test Papers and Sample Papers are most important for Practice.
Dear, Since, till now biotechnology subject is not included in the list of OPTIONAL SUBJECTS of UPSC you have to go for any subject in which you feel comfortable. it may be Arts subjects or it may be science subjects. Its totally depends upon you. But I would like to suggest you that since you have to go from scratch, go for Arts subjects, which are easy and understandable in a short period of time. And the most advantageous thing is that it is easy to clear concepts with Arts subjects in comparison to Science Subjects. But, the choice is totally yours. So, go ahead... Good Luck...

The candidates are selected through 3 stages:
>> Preliminary Exam
>> Main Exam
>> Interview

I will suggestd you that you must have to first of all choose such subjects in which you can efficiently learn hard, with interest like your technical one's physics,maths
if it is not the case
then I will suggested choose among the subjects like
history,
pol. science,
physiology,
public administration,
sociology etc
because these few subjects contains more than half percent of the civil services syllabus of prelim's
so these will give you added advantages for the mains irrespective of the other subjects stream
dear friend,
i recommend you to choose Geography and History as a optional subjects, because both are easy to understand and easy to crack.

i think you should choose that subject which is your subjects in your graduation because you have understand it batter and you have command on it.
so i think the best option is for you the following subjects:-

3. biology
