No ! you cannot apply to UPSC CIVIL SERVICES EXAMS at the Undergraduates level i.e. 12th Boards.
But you can apply to other exams conducted by UPSC like NDA or SCRA if you like.
If your aim is to become an IPS Officer you have no other option than to appear for UPSC Civil Services Exams
after your graduation.So,first you should complete Graduation in any discipline from a UGC recognised University.
Age Limit-General category 21-30 yrs,OBC 21-33 yrs,SC/ST 21-35 yrs.

Sorry dear,you are not eligible for applying for the civil services examinations which conducts examinations for IPS post as the minimum educational qualification required for civil services examination is graduation.
After 10+2 ,you are only eligible for the two UPSC exams .
First is the NDA:
NDA is the National defence academy.
It is condcuted twice every year.
Eligibility criteria:
>>10+2 with PCM and english as the compulsory subjects from a recognised board.
>>10+2 appearing students can also give nda examinations.
>>you should bet between 16.5 to 19 years.
>>You should be mentally and physically fit.
Second is the SCRA.
SCRA stands for Special class Railway apprentice.

>>your age should be between 17 to 21 years.
>>You must be an Indian citizen.

the answer of your question is no,
you cannot apply for ips post just after 12th because the minimum qualification is required for the civil services examination is graduation from a govt. recognized university .
but also having educational qualification is not enough for the civil services examination .
there is an age criteria also for the same,which is as under.
AGE CRITERIA:-
for general category:- 21-30 years.
for obc category:- 21-33 years.
for sc/st category:-21-35 years.
and yes you can not apply for the exam as many times as you want because there is an restriction also according to your category.,
NO OF ATTEMPTS:-
for general :- 4 attempts.
for obc :-, 7 attempts.
for sc/st :- no any restriction.

No it is not possible to apply for IPS post after 12th.
You need to complete your Graduation in order to apply for IPS/IAS examination.
UPSC has certain guidelines to appear in the examination, so you need to adhere it in order to apply for such examination.
Minimum qualification to apply for IAS/IPS examination is Graduation or Equivalent in any stream from a recognised University.
So complete your graduation first with full focus and than apply for the examination.
Means while you can start preparing for the examination if you want.
You can start reading books to prepare so that you don't get burden of completing your preparation for examination in given period of time.

No friend, it is not possible to apply for the post of IPS after Intermediate.
UPSC conducts the CSE exam for the recruitment of post IAS, IPS or IRS etc.
Eligibility for CS exam
You should be qualified in any stream from recognized university or its equivalent.
Final year candidates can also apply for CS exam
You should be in age of 21 to 30 years.
Age relaxation
SC/ST + 5 years
OBC + 3 years
PH + 10 years
You must be Indian.
So friend to apply for CS exam you should complete your graduation in any stream.
You should choose the subject of your desire in graduation.
You should also start preparation for civil exam along with graduation.

It is NOT possible to become an IPS officer after 12th standard.First of all obtain some degree from a recognized university.A candidate should hold a degree from any of the recognized universities to become eligible for IPS posts.
To become an IPS officer you should compete in the UPSC civil services exam conducted by the union public service commission.it is an all india exam with lot of competition.
you can start appearing in the upsc exams once you complete 21 years of age and till you reach 30 years of age.the upper age is relaxable to a maximum of threeyears for OBC candidates and a maximum of five years for the sc/st candidatesetc..

Firstly,finish your degree.in your free time you can prepare for civil services and make a long term goals and achieve them one by one.

on under graduation basis you can not apply for the upsc civil services examination.
so after 12th you will not be able to apply for this exam.
for this examination
you need to be at least a graduate or an engineer in any subject or stream form recognized university.
and for this exam you at least have attained the age of 21 years to become eligible for this exam
