It is possible to prepare for Civils while studying B,Tech BUT ...................... This depends on a person's capability to comprehend and grasp concepts. You will have to judge yourself & you can prepare for both simultaneously.
You can prepare for CSE in the following ways:
1. The reference books for various subjects can be found on net.
2. Prepare your own Comprehensive notes.
3. Manage your time efficiently.
If you want to appear for the civils then you can start in the final year of your graduation and after then you can apply for it....
If you really well plan your time table for both civils and your btech then you will be able to manage both accordingly.

civil services is a tough exam to deal with and it is not possible to carry on with its preparation along with your b.tech degree. All you can do is for now, that be in contact with the current affairs of india and the world. Read the newspaper daily, and subscribe a good general knowledge magazine for every month. Then, after the completion of your degree, you need two years if intense preparation for the civil services in order to become an IAS officer.
