The criteria for appearing in Civil Services Exam is :
1. Nationality : Indian
2. Academic qualification : Graduate in any stream from any recognized university.
3. Age limits : 21-30 (OPEN), 21-33 (OBC), 21-35(sc/st).
In the rules, nothing about gap between 2 consecutive upsc exams are said. The choice is completely yours whether you want to take gap between 2 consecutive upsc exams. Only you need to satisfy the criteria for number of attempts:

Yes definitely you can take gap between two successive civil services prelims exam.
In this condition number of attempts matter, that means you have a limit for attempt the exam so its your choice to when you attempt or not.
Attempt limit
General candidate can attempt 4 times
where as OBC candidate can attempt 7 times and SC/ST candidate have no limit
these attempt limit are valid till under eligibility Condition.
that means when you fullfill the eligibilty criteria then you can attempt otherwise you can't
for eligibility condition candidate should be graduate from recognized university abd age is 21 to 30 year.

One can take gap in between the two successive civil exams,but there is few points that you need to consider
There is no limitation of gaping between the civils exams ,you can take a gap as many years as you wish.But while doing so,you must take care that when you come for applying next time you remain in the within the eligibility criteria.
The UPSC have no problems regarding the gap,the only fact that can bother is an individual not satisfying the eligibility criteria,your age should be between 21 to 30 years for applying with a graduate degree.
You just keep the criteria clear,otherwise there is no such limitations from UPSC.
