you can apply for UPSC exams only while appearing in final year of graduation or after completing graduation in any field from recognized college or university.
Eligibility Criteria:
1. Graduation in any field from recognized college or university.
2. your age must be within 21 years to 30 years and there is relaxation in upper age limit for reserved category candidate: 3 years for OBC and 5 years for SC/ST.

while pursuing your second year you cannot apply for the upsc exam as to apply for upsc exam on graduation basis you have to be a final year aspirant or completed your degree.
graduation or equivalent degree in any stream from a recognized university under ugc is the basic need for these exams under upsc.the age of the applicant while filling the should lie between 21-30 years .
