Since you have attained the age of 21 years that means you are now eligible for the UPSC exams in terms of age criteria and the second most important thing is that you have completed your bachelor of technology,so dear your are eligible in terms of educational qualification also.
You should start preparing for the UPSC examinations right now because it is a very tough competition .You need to join any of the given institutes that will guide you in the right path for being selected.

It depends upon you that in section you want to go either in the civil services or engineering services or combined defence services.
The no of attempts in all these examinations depends upon the category to which you belong.
IF you belong to general category then you will have only four attempts for your examination.For obc: 7 and for sc/st is unlimited

Now at time you complete the age 21 years and it is good time for you start your preparation for the civil service exam.
you start your perpartion along with the job.
the age limit for the general category is 21 to 30 years.
attempt the exam only 4 times.
age relaxation for the reserve category and number of the attempt chance increase.
the notification of the civil service exam is in the month of the decemeber-2012 or January 2103.
the preliminary exam is held in the month of the may, mains exam is held in the month of the September/October.
in the preliminary exam two paper took both of them is the general study.
in the mains exam you give general study,English, one language paper and took two optional subject.
for cds exam the elgiblity criteria like as:-
Exam conducted bi-annually
Indian Maltery Accedmay age limit is: 19 to 24 Years
For Officer Training Academy age limit: 19 to 25 years
Naval age limit: 19 to 22 years
Indian air force age limit: 19 to 23 years
The qualification is required for the cds exam is different-2 is like as:-
for the Indian military academy graduation in any stream form the recognized university.
for the officer training academy graduation in any stream form the recognized university.
for the Indian air force graduation in science stream form the recognized university.
for the naval graduation in science stream form the recognized university.
you are also eligble for the ies exam:-
the same condition is like as the civll service.

Well mine friend, you see that You have not mentioned about UPSC examination you are talking about.
So, you see that there are many examinations conducted bu UPSC like :
>> IES
>> CDS
>> CMS
>> Civi; Services
>> IFS
etc
Well, for any Examination you want to appear either it be IES or it be Civil Services ,
You need to Concentrate on examination very early, since it does helps you a lot.
You may do that via either attaining Coaching or in the end Self study is best option, so you may also go for it.

Age Limit: - The candidate should be minimum 21 years of age and the maximum age is 30 years.
Educational Qualification: - The candidate should have a degree completed from any of the institutes established by an Act of Parliament or any University deemed by the University Grant Commission under section 3, Act, 1956.

- Get some standard books recommended.
- Before starting preparation assess yourself by solving previous years question papers.

because you are eligible right now according to your educational qualification, because the minimum educational qualification required for the same is graduation only.
but first you should see the age criteria also that you are according to it or not??
age criteria:-
1. for general category :- 21-30 years.
2. for obc category:-21-33 years.
3. for sc/st category:- 21-35 years.
no of attempts :-
for generals:-4 attempts.
for obc(s):-7 attempts.
for sc/st(s):- no any restriction .
as i already written that you are also eligible right now but i advise you to take one year preparation and than apply for it because there are a restriction of no of attempts .so when you think that you are completely ready for the same , than you should think about to appear in the exam .
