Now, coming to main question ,, yes you are eligble since :

The degree of the distance and regular studies both have the same value and importance in any of the private and government sector.The distance education degree is well recognized by the government and has the validity same as regular degree.
But you must check that your university is UGC(University Grants Commission) approved and have DEC(Distance Educational Council),if it is so then your degree is valid for any job anywhere in this world.
Eligibility for UPSC IAS and IPS Examination 2013
A bachelor's degree in any discipline from a recognized university and final year pursuing candidates are also eligible to apply for this examination
