So,if the degree is pursued from a university incorporated by an Act of the Central or State Legislature in India or other educational institutions established by an Act of Parliament or declared to be deemed as a University Under Section-3 of the University Grants Commission Act, 1956, then it is acceptable to UPSC.

Computer Science graduates are eligible for Civil service exams.The eligibility for Civil service states that one needs to be a graduate from any stream to be eligible and age limit 21-30years.You being Computer science graduate,you will face problem in selecting your Mains paper for CS mains as there is no subject related to Computer science.The closest you can get is Physics.But it depends upon your preparation as which subject you choose beforehand.As far as eligibility is concerned,you are eligible.

you are eligible for the IAS examination but I am sorry to say that you are not eligible for giving the IES exam.
Because for the IAS exam you need to be a graduate only in the following streams of engineering
1. Mechanical engineering
2. Electrical engineering
3. Civil engineering
4. ECE
The age for giving these exams is 21-30 years for the general category students.
And a relaxation of 3 and 5 years is given to the obc and the sc/st category respectively.
